イギリス側の見解をアメリカ側が受け入れるであろうと思われる点が列挙されている。
（１）為替レートの弾力性
（２）ユニタスの金価値変更についての方式
（３）拠出金額を１２０兆ドルに増額
（４）金での拠出額についての方式
（５）希少通貨問題
しかし、合意が困難な問題があり、それは次のとおりである。
（１）金拠出は担保(pledge)とみなすべきであるというイギリス側の主張
（２）基金はメンバー国が基金を利用することに関して、もっと裁量権を与えられるべきとするアメリカ側の主張
（３）一番の問題がユニタスの貨幣化(これはケインズ案でのバンコールとは根底的に意味づけが異なる。たんなるドルやポンドとならぶ国際貨幣で、かつ勘定上でのみ存在する貨幣）へのアメリカ側の反対
